Streaming video lag on my Compaq CQ60-420US..any advice? - streaming videos lag

If I'm streaming video from YouTube or similar, breaking the vines every 5 seconds, then starts up. To give advice on a solution? I'm running Vista Premium with 3GB of RAM. This is an upgrade to Win 7 Help?
